Mayor Daley's 2009 budget plan -- outlined to the City Council Wednesday morning -- includes moves that are likely to raise revenue, and also raise anger. Facing a budget shortfall of nearly $500 million, Daley has already moved to cut 2,500 jobs from the City Hall payroll, and proposed a three-day shutdown that will save $20 million.
