Selling a hike in the state income tax is no easy task for newly installed Illinois Governor Pat Quinn. But Quinn is going all around the state to make his pitch that a hike also means reform. Republicans have risen up to argue otherwise. And this issue amid a state and federal budget crisis of monumental propoortions could easily sink Quinn's prospects for remaining governor after 2010.
