There are approximately 7,000 units of government in Illinois.
It's a ridiculously high number with redundancy everywhere, in school districts, water districts, boards and commissioners.
And they cost us money.
And worse, they in some cases, don't have a clue what they should be doing.
That's the story of the Dupage Water Commission which not so long ago, thanks to taxpayers, had almost $200 million in the bank, but within a few years, was drowning in red ink.
If Illinois' fiscal mess is the big picture, this is the little picture. It explains why we are in such a god awful mess.
