Hutchinson co-sponsored the Afterschool Youth Development Project Act. This law, passed in 2010, called for the creation of the Illinois Youth Development Council to "provide oversight and coordination to the state's public funds currently invested to support positive youth development programs."

She previously served as clerk of Olympia Falls and chief of staff for former U.S. Rep. Debbie Halvorson.
