A top Illinois House Democrat has signaled a willingness to pass a bill granting civil gay advocates.

Illinois House Speaker Michael Madigan says there is a good possibility that his legislative chamber would approve the bill that would give the right to gay and lesbian couples to unite through civil unions, according to the Chicago Sun-Times.

Governor Pat Quinn also supports the legislation and hopes to have it on his desk by the end of the year. Quinn says the bill would be good for the economy of Illinois.

Some Republican and conservative Democrats insist marriage rights belong to a man and a woman.
