Chicago administrators on Tuesday released a list of property owners they've designated as "problem landlords."
The 59 landlords and their 45 properties who appear made the list have had two or more administrative hearing causes brought against them and were found liable or defaulted to one or more serious building violations.
"Every renter in the City of Chicago is entitled to be safe and to have basic protections such as adequate heat in the winter," Mayor Rahm Emanuel said in a statement. "This list is an important part of our effort to improve living conditions for renters by holding landlords accountable who repeatedly fail to meet their responsibilities.”

The owners of the properties, mostly located on Chicago's South and West sides, won't be able to do business with the city until the buildings are in compliance. They won't be able to obtain business licenses, receive zoning changes, acquire city land or receive financial assistance like Tax Increment Financing (TIF), or obtain building permits related to anything other than addressing the violations, the related to addressing their violations, the mayor's office said.
Creation of the list was approved at last week's meeting of the Chicago City Council and stems from a fire in the city's Roseland neighborhood last September that killed four children. Officials said the home lacked smoke and carbon monoxide detectors.

The list, compiled by the Department of Buildings, will be updated twice each year.
