A southwestern Illinois prosecutor says motorists along a stretch of Interstate 64 don't need to pay speeding tickets resulting from law-enforcement cameras because the fine-collection process isn't legal.
St. Clair County State's Attorney Brendan Kelly tells the Belleville News-Democrat he doesn't have qualms with the cameras being used in East St. Louis to catch speeding motorists.
But Kelly says the citations don't conform in format, size or content to Illinois Supreme Court requirements. And he isn't sure why the alleged infractions are classified as non-moving violations.
The cameras snap a photo of the vehicle's license plate as it speeds through work zones, and the ticket is mailed to the vehicle's registered owner.
East St. Louis Mayor Alvin Parks says the citations are valid and process is proper.
