Nine people are dead from Typhoon Koppu, which has been moving slowly over the Philippines, NBC News reported.
Emergency officials are warning that entire communities are at risk of being swept away in mudslides.
The typhoon knocked out power to entire provinces and has left roads impassable.
Even though Koppu is less powerful than originally thought, but parts of the country were under three feet of water early Monday.
