Fatal Carjacking Suspect Arrested in Milwaukee

The U.S. Marshall's Office arrested a man Tuesday suspected in a carjacking that led to a crash that killed an 11-year-old boy over the weekend.

Rockie Douglas was taken into custody at around 11:30 a.m. at a McDonald's drive-thru by members of the Great Lakes Regional Task Force. It's not clear when Douglas will be extradited back to Chicago.

Douglas, 34, is wanted in connection with three vehicular hijackings as well as a number of robberies and criminal incidents from Chicago to Wisconsin.

Police say Douglas was the driver of a stolen green minivan that collided with a Chevy suburban at the intersection of 55th and Halsted Streets at about 12:30 p.m. Saturday. Donovan Turnage was thrown from the Chevy and was later pronounced dead at a local hospital.

The suspect raced from the scene to a nearby gas station where he stole a second vehicle, according to authorities.

Chicago and state police say Douglas began a series of carjackings in Chicago on Friday, when he allegedly stole a green Dodge Caravan at 11:20 a.m. in the 800 block of West Irving Park Road.

Police were trying to pull Douglas over Saturday when the crash occurred.

Donovan's father, Derrick Turnage, was in the car with him when the crash occurred.

"I was laying down on the ground right beside him. Talking to him, 'Stay with me. I'm right here, your daddy right here, I ain't going nowhere, I'm right here,'" Turnage said.

Turnage says the family is happy that an arrest has been made and would live to see "justice take its place."

But the significance of Christmas without Donovan was not lost on them.

"We unwrapped his presents like he was here. That's what he would have wanted. We sang Christmas songs ... it's gonna be hard," Turnage said.

The Chicago Police Department’s Traffic Review Board is expected to review the pursuit that led to the crash, just as it does for all police chases, CPD spokesman Adam Collins said. He said officers decide whether to pursue suspects based upon the perceived threat to the community.

The visitation for Donovan Turnage will be held Friday at the Burton Funeral Home (6217 S Ashland) from 3-7 pm. The funeral will be held Saturday at New St. Paul Church (2113 W Marquette Road), with a wake from 10-11 a.m. and the services from 11 a.m.-12 p.m.)
