Who rebuilt the Dan Ryan? The state doesn't know.

Someone shot and killed a man as he rode in a van on the Dan Ryan Expressway early Tuesday morning. Another man in the van was shot in the arm.
The shooting happened around 4 a.m. on the outbound Ryan at the 18th Street exit ramp.
Several other people were inside the van.
The 18th Street ramp was shut down as police worked the crime scene. that was causing some delays, and gaper's delays were building between 31st and Roosevelt.
The ramp may be shut down until 7 a.m., police said.
