That group's hard-right members, along with a growing band of party moderates, have been driving GOP opposition and threatening to crash one of Trump's and Ryan's top priorities. "I think the president has given it his all," White House spokesman Sean Spicer told reporters in what sounded like a concession that the measure's fate was bleak. He added, "The speaker has done everything he can. You can't force people to vote."
