California will need 11 trillion gallons of water to overcome its historic drought, according to a NASA estimate issued Tuesday. Even though recent storms drenched the Golden State, California's water reserves — as measured in the state's snowpack and river basins — are dramatically below their normal levels. "Recent rains are no reason to let up on our conservation efforts," the chair of the State Water Resources Control Board said.
