Streets & San's Picardi heads back to Fleet Management

Mayor Richard Daley on Monday shuffled the deck of some of his closest advisors, naming new commissioners in the departments of Streets and Sanitation, Fleet Management, Faith Based Initiatives, and the citywide CAPS program.

Taking over as commissioner of Streets and Sanitation is former police commander Tom Byrne, recently commissioner of transportation. 

Current Streets and San commissioner Michael Picardi will be shifted to the Department of Fleet Management, his second stint in that position.  Picardi had been under fire from Daley for overspending on snow removal and for an Inspector General's report that found employees "sleeping, loafing, drinking (and) quitting early."

Vance Henry, currently the CAPS director becomes the new Deputy Chief of Staff for Community Faith Based initiatives. And current 311 Director Phillip Hampton takes over at CAPS.

Daley said Tom Powers, the current first deputy at Streets and San, will serve as acting commissioner at Transportation, replacing Byrne.

"I have made it clear to all today's appointees that during these challenging times, we all need to work together to provide the services our people need, but in a way that our taxpayers can afford," Daley said.
