Officials said the fire started on the second floor and was fueled by the wind. The fire was in three buildings in the complex. Officials said it would take several hours to extinguish.

The building, built in the 1960s, didn't have sprinklers, authorities said.

The American Red Cross said volunteers were also at the scene to give assistance, food and water to those affected.

All buildings in the complex were evacuated.

A GoFundMe was started for some of the residents.
