Second Man Charged with Murder in Attempted Robbery That Led to Fatal Crash on Lake Shore Drive

Devonte Dodd, 20, is facing four charges, including two felony counts of murder

A second man has been charged with murder in connection with the attempted robbery on Lake Shore Drive that ultimately led to a woman's death. 

Devonte M. Dodd, 20, of the 400 block of E. Chicago Ave faces two felony counts of murder, one felony count of attempted robbery with a firearm, and one misdemeanor count of mob action, police said in a release Saturday.

Officials said Dodd approached the victims, 32-year-old Pamela Johnson and her 43-year-old boyfriend, and announced a robbery. He then chased the victims as 18-year-old Semaj Waters, who is also facing charges, pointed a handgun in their direction, police said. 

The victims attempted to flee across Lake Shore Drive and were struck by a pick-up truck, killing Johnson and injuring her boyfriend. 

Semaj Waters was charged Friday with attempted armed robbery, mob action and felony murder in the incident.  

Multiple people believed to be involved in the attempted robbery turned themselves in to police for questioning last week. Police said the attack may have involved up to eight men, but no other suspects have been charged as of Sunday afternoon. 

“We’re asking parents to step up and they’re stepping up,” community activist Andrew Holmes said. “Everybody has to come together to be on the same page. Everything must stop in this city and if we don’t put our foot down and help them, it’ll keep going on like a revolving door.”
