We're not sure Abraham Lincoln would like the reference, but the Illinois Lt. Governor is making a New Year's resolution, or more appropriately, a prediction, about his boss and Honest Abe.

Lt. Gov. Pat Quinn says he's certain scandal-plagued Gov. Rod Blagojevich will be out of office by Abraham Lincoln's bicentennial birthday celebration in February 2009.

Quinn told CBS' "Face the Nation" on Sunday he believes Blagojevich will certainly be impeached and convicted by the Illinois Senate.

Blagojevich was arrested Dec. 9 on federal charges that he allegedly tried to sell President-elect Barack Obama's vacant Senate seat to the highest bidder. The governor denies any wrongdoing and has vowed to fight the charges.

Quinn says he believes Blagojevich is isolated in his decision-making and needs to know he's disgraced himself. Quinn says he hasn't spoken to the Blagojevich since August of 2007.

Quinn would become governor if Blagojevich leaves office. He says he would call for a special election to fill Obama's seat.
