Weis blames gangs, guns and drugs

Preliminary Chicago police data show the city's homicide rate increased about 15 percent in 2008 over 2007, with 509 homicides reported in the past year.
  
Police Superintendent Jody Weis says gangs, guns and drugs were to blame for the rise.
  
Weis also said the rise in murders could be because of an increase in crime among teens, young adults and juveniles.
  
Overall the city ended the year with between a 3 and 4 percent crime increase.
