House Democrats Introduce Plan to Plug Budget Hole

Illinois' Democratic House speaker has introduced a plan combining the use of special funds and cuts to plug a $1.6 billion budget hole affecting subsidized child care programs, prisons and court reporters.

Michael J. Madigan's legislation was filed late Monday evening. It would allow Gov. Bruce Rauner to use $1.3 billion in funds dedicated to various purposes, including roads and parks and conservation. The rest of the savings would come from a 2.25 percent across the board cut from other areas of the budget.

Madigan's spokesman declined to comment as did the governor's office. Senate Democrats said they planned to review the "progress" with their caucus.

The bills are scheduled to be heard during a committee hearing at the Capitol Tuesday.
