Toni Preckwinkle was elected to the presidency of Cook County Board, but her achievement wasn't always so assured. A University of Chicago grad, policy wonk, and Alderman for 19 years, Preckwinkle's a prickly personality who's been more interested in consensus-building than headlines. Seemingly averse to grandstanding and underhanded maneuvering (at least in public), Preckwinkle's an unvarnished politicrat who's main interest -- shockingly -- is the minutiae of city development. Developing vacant lots. Increasing bureaucratic efficiency. Streamlining jails.
The question now, as she prepares to assume the presidency from Todd Stroger, is whether she, in opposition to or concert with Mayor Daley, can actually get things done.
