Republican gubernatorial candidate Bruce Rauner released a full budget plan Thursday following months of criticism for the lack of a detailed plan.
Highlights of the 22-page budget plan include a proposal to freeze property taxes and phase out the increase in the state's income tax, which was originally designed to be temporary.
"On balance, overall, our plan reduces taxes on families in our state," Rauner said.

Rauner also says he supports a responsible minimum wage hike and a plan to broaden the sales tax to include golf club memberships and charter flights, which he says will raise $600 million.
"It's things that are more non-essential and more luxury services," Rauner said.
Gov. Quinn reacted to the budget plan by touting the state's improvements in employment and pounced on Rauner's sales tax plan, saying it hurts working people.
"I'm not for the Rauner tax. This is a tax on business and everyday people as they go about their daily lives. I think it's a terrible idea," Quinn said.
Rauner's team says Quinn once support a similar proposal to expand the sales tax.
