Illinois is facing the largest unfunded pension liability in the country, according to a new report from the Pew Center on the States.
You can thank Blago -- under his administration, Illinois borrowed against the money it expected to earn from its pension fund. But the recession undercut those earnings, and the fund now earns 5% less than it was intended to.
