The Buzz: Trotter was elected to the Illinois Senate in 1992 after serving two terms in the House of Representatives. He has made advances in health care as one of the key leaders in creating the KidCare program, aimed to provide health insurance for low-income children. As vice chairman of the Health Care Committee, Trotter also passed the Abandoned Newborn Infant Protection Act as well as the Elder Care Savings Bond program.

Trotter is also chairman of Appropriations Commitee which oversees Illinois state budget plans including education, the criminal justice system and health care.
